Appointment of Service Director - Finance

This is a key appointment for the council. We’re looking for an exceptional candidate to join us as the final piece of the jigsaw for our newly established and ambitious corporate leadership team.

We’re proud to say that Chesterfield has a good reputation in local government. It has been an incredibly testing 12 months for our communities, but thanks to this partnership working – and the sheer dedication of our staff and elected members – Chesterfield is not standing still and we’re in a strong position to recover well from the impact of Covid-19.

We are a council and borough with big ambitions and nationally significant regeneration schemes. Our £1 billion growth programme includes our own £20m Northern Gateway development. We are a joint venture partner in the £340m Chesterfield Waterside scheme and currently exploring the feasibility of co-investing in the £400m Peak Resort project.

Our own property portfolio is also significant – we manage around £130m worth of commercial property and are landlord for some 9,000 council homees.


Our vision is simple – ‘putting our communities first’ – we want to ensure our residents share in the benefits of Chesterfield’s success and enjoy healthy and active lives; and that our businesses also reach their full potential. That’s why over the next four years our Council Plan priorities are to:

  • Make Chesterfield a thriving borough;
  • Improve the quality of life for local people; and
  • Provide value for money services

While the council is financially robust, action is still needed to balance our budgets over the medium-term. This will require us to be more efficient and business minded in terms of how we run our facilities and services to drive new ways of working and maximise income and be more effective and entrepreneurial in terms of how we manage our extensive operational and non-operational estate.

Allied to these changes the council is also currently investing £10 million on upgrading our ICT infrastructure and services to improve staff productivity and enable customers to transact with us more efficiently, effectively and economically. We are also developing a structured organisational development approach to improve our service delivery and achieve further savings and efficiencies

We’re therefore looking for a new Service Director - Finance to join our corporate leadership team to continue our rapid transformation as a council and a borough.

It is a role that will be highly influential in enabling corporate and operational aims to be realised across different service areas; and one that offers real professional challenge and responsibility.

As the council’s S151 Officer, and a member of the corporate leadership team, you can expect to work extensively with our elected members, advising on risks and opportunities, and supporting effective and informed decision-making on key initiatives. 

You will need to be familiar with local government finance (though not necessarily from that background) and be able to draw on substantial experience of managing multi-million pound capital and revenue budgets.

You will provide strategic financial analysis and advice to the Chief Executive, directors, and elected members; making sure opportunities are fully exploited and risks fully considered. In addition, you will be responsible for a number of other key corporate services. 

This isn’t, however, just a finance role.

Leading by example, we will expect you to inspire and challenge colleagues and partners to raise their game in the pursuit of value for money services that stand to benefit our businesses and communities.

You will also have the skills and confidence to build strong internal relationships and effectively represent the council in key partnership environments at local, regional and national level.
